Board of Trustees
The second body is the Board of Trustees, which is a private entity that holds the original trust indenture of the community. The trustees are responsible for maintaining, trimming and planting trees in the common ground areas, such as the islands, ravines and easements. The Board of Trustees has a board president, treasurer, and number of trustees and issues a tax assessment once per year based on total street footage of the home-owner's property. The taxes collected by the trustees are to be used for this purpose. At such time the trustees have expended all of their funds, City Hall has stepped forward, traditionally, to abate all remaining serious hazards related to trees. The board also enforces other trust indenture specifications related to the placement of signs and other criteria as written in their bi-laws.

Other Government Bodies
Since its creation in 1918 by six St. Louis County municipalities, the Municipal League's goals have been to strengthen the quality of municipal government in the St. Louis metropolitan area; to provide a cooperative vehicle for joint action and representation of the needs of municipal governments to County, State and Federal officials and agencies; and to assist member governments in their efforts to solve problems of contemporary urban life.
Today, League members represent over 90% of the population in St. Louis County. The St. Louis County Municipal League is a county-wide, nonpartisan, voluntary, not-for-profit corporation.
The Missouri Municipal League was organized in 1934. Since its organization, its aim has been "to develop an agency for the cooperation of Missouri cities, towns and villages and to promote the interest, welfare and closer relations among them in order to improve municipal government and administration in the state." Thus, the League's basic goal is to strengthen cities through unity and cooperation.
